What is the most effective way to target a specific market when you do not have the extra money to afford it?
I do not have the money to afford the advertising costs associated with television commercials or radio commercials. I am relying on word of mouth and internet linking and good old fashioned yellow pages. I own 1000 hungry goats that eat up all of the tall plants and grasses on steep hillsides that could cause a potential wildfire to threaten homes and other structures. Natural fire mitigation. How should one go about targeting groups like the state government, and property owners that own many acres of land?

You need to be more specific on what market you're looking for and what kind of product you are selling. A specific type of store, product, ect... be more specific and we can give you a realistic answer.

I dont know what country you are in, but I have found that a small 2 liner advert in the local papers of rural areas, on a regular basis should work well. If you are in Australia, try the "Land" rural newspaper or perhaps the equivalent type of paper if overseas.
