Hi Prionkor, I suppose you're referring to W3C which is World Wide Web Consortium. No, you don't need to pay W3C anything unless you want to join as a member or donate financially as a non-member. Which is not necessary if you just want to run a website and earn some money. You just need to pay that hosting provider for its hosting service, and that's it. Just in case, here's an example. Let's say you go for a web hosting plan at $5 per month with Web Host ABC. Then every month, you just pay that $5 to Web Host ABC and that's all you do. But take note, some providers may require you to transfer or register a domain name with them, and that could add on to your hosting fee. I run several sites and used to be with Globat, but left them because their tech and billing support did not meet my needs. I moved my business to Webair, and boy, they have been great. Well I try to answer your question. If you do not have internet access yes you need to pay for internet access. Do you need to pay monthly for internet access? Not necessary as you can just go to internet cafes or places with free internet access. However having your own personal account to access the world wide wide whenever you want to is a plus. For web hosting provider I would suggest using paid services as free services they can take you down anytime they want. Also the features at free web hosting services is limited. My recommedation then? Save $30 by using this coupon discount code oak_munstersg for ThinkHost plans. Very reliable and they are a green company, socially responsible powered only by wind and sun!
