renting and pets question?

today my neighbors (live upstairs in my building) had their air conditioner fixed and as the maintnence man left he dropped an envelope on the floor without saying a word. if was found a couple hours later, and it said basically that it has come to their attention that they have pets, and that they have 30 days to remove them or else risk eviction. they have 2 quiet, clean cats i thought i had read somewhere that if not found for 3 months landlords could not have pets removed? we live in winnipeg manitoba canada. they have lived in this building since sept. what can you tell me about this. as of right now they are getting rid of the cats, but what is your opinon on this? is there anything that can be done... they are not willing to pay to surrender them to the humane society, so they will likely get dropped off on some farm. its strange now that it's come up because there are a million cats around the complexes, and when my neighbor phoned the landlord he said that some people have already been evicted.

Ring your local rental association. Don't listen to rumours about cats and 3 months, etc It is probably not true anyway. They have a lease, which should state no pets without prior consent. They do not have consent so either the cats go or they all go. Some other owners of units there might be more tolerant of pets. The body corporate of the unit complex might also have a bylaw prohibiting certain pets, it might not even be the owner's decision
