Question

If i'm under the age of 16 in california, would i work under a "restricted basis" or an "unrestricted basis"?

For i'm under the control of the child labor laws, but i also heard a rumor that if you work a summer job (like the one im trying to apply for) the child labor laws cant affect your work hours... please someone bestow clarity upon my mind... and show me that you know your stuff, i need some logical answers that have federal evidence:)

I believe you are correct. In California while school is in session you cannot work full time but while school is not in session then there is no restrictions. However while school is in session you have to get a work permit.
