Why can't I get a credit card?

I checked and the only negative things on my account are when I used a credit consolidation company back in 2000 for 3 credit cards. They combined my monthly payment, got rid of late fees that had aquired, etc, etc. I was about 20 yrs old and a moron about credit cards. My debt was about $2500 at that point. I now co-sign mortgage for a house and have one credit card which has never been late since 2006 althought it has been over the limit once or twice. They actually raised it around 1 yr ago. I am pretty close to my limit on that one now but I am paying it down every month. I just checked and my credit score is "C" "Prime" and around 715. Why couldnt I get a credit card the other day for $1500? I wanted to open a carecredit card for my Dog's vet bills since he has cancer and its fairly costly. It's frustrating! I know its better to use cash but I can't help but feeling like what's so wrong with my credit?!!
