How can I get my own apartment?

I live with my mom in Brooklyn, NY and I am a college student. I would love to stay home with my mom but she will be moving to Atlanta soon even though I can afford an apartment in the building we live in already, I want a place closer to the Flatbush part of Brooklyn since I attend Brooklyn College. Thanks in advance for any answers. Oh yeah, my sister told me that some places in Brooklyn allow students to not pay their rent until they receive their check from TAP and PELL. If anyone knows if this is true plz let me know...Thank You!!!
