What do you mean by "hear back"? If you sent in a self addressed, stamped, reply postcard for the patent office to send back to let you know they received the papers, then you can expect to "hear back" in a week or two. Otherwise, you will never hear back. A provisional patent application is never examined. It is only a place holder. I buys you a filing date and gives you up to a year to decide to spend the money required to file a Utility Application (9 months really, because you or your attorney will need some time to prepare and file the application by the 1 year deadline).

You can use it when they say you can. If you're not pro se your attorney will let you know. First, however, you get to mark the product 'Patent Applied For'. That can take six months or so. BTW, be sure to tell them you do NOT want your application published. Send in additional paperwork if you must. Publication starts a clock that can work to your disadvantage if there's a delay, i.e. you must complete the application within one year of publication, and if you don't meet that deadline you can never get a patent on that device no matter what. I learned this the hard way.
