Cafeteria Plan (section 125) witholding too much on my last paycheck?

I was with an employer a short time. They took $100 out for medical FSA which is fine. I submitted $300 in expenses and received the $300 payment as I understood you could go "in the hole" with this account since the total to be withheld for the year was going to be 1500. But on my last check, they took 200 extra out to even the account out, even though all I have ever heard was that the employer can't do that. Its their risk that allows the negative since they get the money from the "use it or lose it' rule. Any ideas? Are there any Cafeteria account plans that allow them to grab that money?
