It also allows for "insurance portability" meaning that as long as you do not have a lapse in coverage any pre-existing conditions will be treated from the minute the insurance is in effect. - if there is a lapse in coverage most insurance companies require a 1-2 year waiting limit before covering pre-existing conditions - a lapse in coverage is considered anytime (1 min+) that you are not covered by medical insurance.

The Hippa laws aren't related to portability, it's privacy. Hippa outlines who, what, and when your medical records will be provided. You must sign a Hippa form when you want your medical records provided to someone else (like a car accident).
