I am planning to buy an Ice cream van and run a business from it. Any tips or ideas to develop that plan ..?
Any advice on rules and regulations Innovative ideas etc etc

I had an ice cream van where I used to live. It was great, and the kids loved it. But one of the things all the adults hated about it, was the sound. Of course you need sound to let the kids know you're there, but turn it down a notch, and if you have a bell, don't ring it so loud.
