It is illegal to put brochures in or on mailboxes everywhere in the U.S. This is because ALL mailboxes are the property of the U.S. Postal Service. In many places you can place brochures on the door knob (either door hanger or rolled up with a rubber band between door knob and door jam), but you really must check with your local county government to see exactly what ordinances they have on this sort of thing. That's the only way to be totally safe. Good Luck.

Yes but you probably need a permit. Ask at city hall.

Don't put it in the mailbox. You may run into some local regs or rules on soliciting in a specific apartment complex or subdivision, but there shouldn't be any laws prohibiting leaving a brochure.
