I would recommend you to have a look at www ... Here you can find over 2000 free website templates for download. (Select Browse All Designs to find more templates..) Then you just need some basic knowledge in HTML in order to make any changes.

www.freewebs.com is quite good if you know html you can just host your website there if not it has lots of templates to choose from

Bravenet is a good place to start. Their sign up page only asks for you to create a user name, your name and email address. Most websites that offer free tools for creating a website will atleast ask for your name. The other information : phone, address are optional. I think bravenet offers a nice selection of templates and you create the text information. You do not need to be familiar with html. I hope this helps you.
