How do I go about setting up a call Center for and in my area?

We are trying to develop a project in an area with a high migrant population who need to maintain links with family and friends abroad etc. We are of the view that the most effective way to do this is to set up an international call centre that will enable us to make our calls at competitive rates. We are looking to be able to lease and have installed all the necessary equipment and management system . A kind of 'turn key' operation. Ideally we would like to integrate this with an internet cafe in the same location
