How much does it cost to hire a freelance writer - for a feature story or general stories / editorial creation

I need content for a newspaper start-up, how much does it cost to hire writers or buy pieces? how do they charge for their services, who obtains the rights to the pieces, and anything else that may apply. Thank you!!!!!
