Public / Private Partnerships.....are they profitable?, what about ethic considerations?

Many of the responsibilities that the government has accepted throughout history are areas where businesses can't profit, but still necessary for public good. With the increasing use of privatization are many of these historically publicly provided services going to be provided in a manner that is less worried about the quality of service provided and more worried about the "bottom line". Is the possibility for corruption (from private businesses such as Enron and the boys) going to grow?

Like everything if they are run right they are profitable. If run horribly they lose money.
