Do you have an idea of what I can do?

Hi I am having an issue that you all may be able to help me with. I have a company that is more focused into the Search Engine Marketing and/or Optimization and I focus on small/medium sized business as the targets. My issue is that many of the smaller ones want a site done in addition to this (Which we can do but don't always have the time, and they have smaller budgets which makes it even harder). How do you think we should handle these sites. People want to be satisfied as well as have a good price that is affordable to them. Thank You Very Much for your Answers
