I suggest a Marketing Plan rather than a Business Plan. On the Microsoft Office Online site, there are several business plan templates. "Business plan for startup business" office ... There are dozens of templates out there. If this is your 1st one, start with something simple. A business plan should be a tool to help you succeed so don't get overwhelmed. Start simple. Once you have something down on paper, you can refine and improve it. If you're just looking at increasing sales, you do not need a full business plan. You can just focus on the sales goals, best approaches to meet the goals and resources required to support your plan. If you want one on one assistance, please contact me directly.

For your situation, it seems to me that creating a strategic plan -- vision for your department, mission, objectives, strategies and action plans seems like it would be perfect. You'll find that in a process (book) called the One Page Business Plan. Get the one for Creative Entrepreneurs. Ya... I know it says entrepreneurs, but believe me; I've worked with lots of manager and executives and they use the same process.
