Capital One Credit card?
I got a "pre-approval" letters from Capital One, ofcourse its just junk, but something in there cought my eye. "We've recently reviewed your credit information", but is that even legal for them to do that, I know the answer would be yes if I contacted them, and was a "potential consumer", but I wasn't.

It is legal as long as they did what is known as a "soft" pull, that simply means they didn't pull a complete credit report (which is a "hard" pull) Soft pulls do not show to anyone pulling your credit report nor do they count as an inquiry. IF you respond to the offer then Capitol One will likely do a hard pull before actually approving your for a credit card. As someone else mentioned, if you don't want to get pre-approval offers in the mail then you should "opt-out"

They do not see your entire credit report from offers like this. The inquire for accounts that meet a certain criteria and the Agency release your name. OPT OUT!
