It depends on what you are summarizing. For the majority from director level to exec's I would do an approach like "what this does and why" but keep it high level and out of the weeds.

I'm assuming you are writing an executive summary of a report or longer paper. The executive summary is a short description of what is contained in the report so that the executive who is too busy to actually read the entire thing will have an idea about what it says. He should be able to pick up the report, scan one brief paragraph, and decide if he wants to read the whole thing. Imagine that you got in the elevator with the CEO who asks you about your new report. You have 30 seconds to tell him the highlights before you reach your floor. You have to hit the key points but have to be brief. No time for fluff. Now write down what you just told him. That's your executive summary.
