It depends on what the industry standard is. If the employee is getting a higher salary because of a certain certification, then in my opinion, no.

The usual answer is no, and the IRS allows you to deduct the fee from your income tax as a job expense.

Nope. u are the professional not the employer. u need the membership as a condition of employment u pay. it is tax deductable.
