Which is the best cash back/rebate credit card in canada?

Which is the best cash back/rebate credit card in canada? My income is 25,000a year and have a good credit history in one year. TD, Scotia, Amex, Capital, CITI? some of them doesn't acount payments in the rebate. Im sort of debating between TD cash rebate visa and CITI 1%. What credit card are you using and what do you think?
