    Corporate giants get most government "small business" contracts

    Three of every four "small business" contracts awarded by the U.S. government go to the likes of Apple, Chevron and GE.

    In the last fiscal year, 72 of the federal government’s top 100 small business contractors were some of the world’s largest companies. Research by both the American Small Business League and the SBA’s Inspector General found that Apple, Chevron, Shell, General Motors, General Electric, Coca Cola, Bank of America and 65 other giant companies got these contracts despite President Obama’s pledge to end this practice.

    This practice has gone unchecked for years despite many government reports documenting the problem. In its most recent report, the SBA’s Inspector General said the agency’s top challenge is getting rid of flaws that let large firms obtain small business awards and agencies to count contracts performed by large firms towards their small business goals. Under federal guidelines 23 percent of all government contracts are supposed to go to small businesses.

    Large businesses have been able to get around this thanks to a combination of deceptive practices and government incompetence.

    Studies have shown widespread misreporting by procuring agencies since many contract awards that were reported as going to small firms have actually been performed by larger companies. While some contractors may misrepresent or erroneously calculate their size, most of the incorrect reporting results from errors made by government contracting personnel, including misapplication of small business contracting rules.

    One of the problems is a loophole in how the government awards contracts that contain multiple industrial codes. As it now stands, a company can identify itself as small on individual task orders for a contract even though it doesn’t meet the correct size criteria. That's because small businesses bought by large companies can qualify as “small” for contracting purposes for years after being purchased.

    According to the Inspector General’s report, the SBA has made only “limited progress” toward

    • Making sure contracting officers get “adequate” basic training on small business contracting procedures
    • Coming up with regulations requiring firms to meet the size standard for each specific order they receive and showing that these regulations are being followed.

    The IG has also called on the agency to overhaul its surveillance review process to make sure these are done “in a thorough and consistent manner.”

        There ya go, says it all. I did a government contract once as a small business owner (5 employees) in construction. They claimed payments would be made in 90 days after completion. The general contractor on the project failed to complete his work although mine was done. I didn't get paid for 6 months and had to take out a costly loan to stay afloat. Never did it again - it's only for the big boys with deep pockets and insider connections!

        It's because the ultra rich own our Government and all the career politicians are in their pockets. Them people should all be hung for their dirty dealings but get away with it because they are above the law.

        It's easy, the small businesses can't afford the palm grease the large ones can, if you started throwing some of these people in jail for incompetence, or even fire them, the problem would go away. Even making these large companies inelligible for ANY Government contract for five years would work too, the only problem is, our Government needs to want to stop these practices.

        Of course... I'm amazed that 1 out of the four are small businesses! If anyone in theis country still think the Democrats or the Republicans care about American small businesses they are either not paying attention in the least, brainwashed, or stupid. (possibly a combo of the three). This country is owned and run by large multinational corporations, who don't like competition from small American companies. Our government is for the multinational corporation by the multinational corporation!

        1. Get approved as a vendor.
        2. Many times a deposit is required or some other boolchit reason.
        3. the enormous amount of small company resources taken away to actually bid on gov work is not feasible.
        4. The entire system is managed, created, controlled to benefit only large corporations.
        5. FACT: The SBA, the Economic and Industrial Development Councils, one in each of your little counties across the USA, are an absolute, epic, controlled by local politicians, waste of tax revenues. FACT: The entire system is designed to employ only people hand picked by political favoritisms. FACT: 95% of all funding, time, and resources go to foreign entities.

        This is how I experienced the entire system as a former business owner.
        I also shared my experiences with minority business owners and other small manufacturers in Pennsylvania, over the last 28 years.

        Many times even with bidding on contracts, somehow, some one Big Business) comes in $5 lower than the other small business contract bid. $5 to the exact penny. Not too crooked is it? Other giveaway is that they also won the bid on the same contract last time.

        And no one ever challenges it from an elects' office.

          Same thing happens in almost every country. Governments are corrupt! I remember trying to get funding for a small business in Canada. Weeks spent on paperwork, and disapproved. Who did the funding go to? 2 stripclubs! What a joke!
