About business a small business permit ?

Does anyone know how to get a small business permit ? I want to do some kind of selling online as my part time job at home. Thank in advanced.

while some states are pushing to require licensing of internet biz's, we teachers of biz laugh at that;
how is the city supposed to know you have a biz?

My suggestion; get no biz license.
do market research and write a biz plan, so you have a skipper of your biz!!!
