First no one can get free money. You have to get a job and work for it.

At 17 you should still be in school unless you graduated early? If you are not
in school and did not graduate that is why you can not get a job. You need a
diploma to get almost any job.
So did you graduate? If not you need to finish school or get a GED diploma.
Then you can go out and look for a job.
If you did graduate and have a diploma what kind of jobs have you applied for?

So all in all you do not say if you finished high school or not but if not that is
why you can not find a job. At least a job where you apply. There are jobs
such as a tree trimmer or lawn maintenance that will hire someone without
a diploma but you have to be able to show you are a hard worker in order for
them to hire you.
