Is AquaticMagic from eBay legal and good?

My dad ordered some for my brother on December 31st. They are marimos, or "moss balls". I've researched a little and people say they are ILLEGAL. They are shipping illegally. Is this true? Aquaticmagic seems okay. I almost want to know if they are REAL marimos. Not just miss rolled up. Please tell me ASAP so I can tell my dad to cancel the order. Although it's already shipped, how will it work?
