No particular system. S.buisnness works best undr an economy that's growing. Søcialïsm is almost Entirely extinct in The US. the system we have now is crony-capitalism. (A.K.A.) corporatism. this is where certain buisiness & companies get gov hand-outs & bail-outs just for having contacts in high places.
NEITHER capitalims nor Šöcialims in their pure form work. it's a mixed-economy which produces the best results. this can't be shown in ratios or percentages. Best way to present this is in fractions. 1/3 gov involvement. (you need some rules & regs), 1/3 private investents (you need some fredom), 1/3 mixed. you need private investents, & protection so small-buisneses can at least have a place to start.

The United States and basically every other modern economy is a "mixed economy". It's a nice way of saying capitalism and government involvement (which people mistake for socialism). Most of our economy actually is and always has been from government spending, don't tell that to "small government" folks.
