Is is possible to rezone a building inside the city?

Lets say it is zoned for a hotel, could you rezone it to residential?

Technically, yes.

Realistically, no.

Whenever you go to rezone something, depending on the local rules, either the residents in the area vote on it, or it goes to some zoning board. Usually, you will be denied.
