How and where in GA I can get a wholesale license that I need to buy goods for my online store?

You need a wholesale license? Never heard of it.
Usually all you need is a Tax ID number, which you can get from IRS for free.
With that Tax ID you register as a reseller with your supplier(s).
If this license you mention exists, I would check at the GA Secretary of State office or your county business licenses office.
