Freewebs is a great place to make your own website. Especially if you have no idea what you're doing, it is very user-friendly, and free to use.
If you need a free domain to go with your website, you can get one at www.net.tc
You can get your own mail hosting for free as well at www.inbox.com (domain required)

I managed to develop some really good sites using weebly (for example, www.haroldchinula.com) all done on weebly and you get free hosting but you have to buy the domain name if you want something a bit more professional rather than the weebly.com bit at the end of your web address.
