How do I make a valid contract?

I am going to start a trucking school and want to offer personal loans which will give the student/customer 2-3 weeks to pay off the tuition costs. The school will be located in the city of Fontana, CA. What information do I need to have in the document to make it valid and effective. The main concern is to have the loan in the form of a school loan which cannot be declared in bankruptcy. What other things do I need to have the right to make a loan of such as far as having business licenses, permits, etc. Should I ask the customer to present an I.D. before signing documents, otherwise how would I know if that is actually their signature? Please provide in depth information in the process of creating contracts, personal loans, student loans, etc. and what must be written to make it certified and valid.
