How to start a trucking school?

I need the fundamental knowledge in starting a trucking school in Fontana, CA. What kind of paper work is needed to get everything officially started, the business side of things. I have a couple of trucks already and a place where I can start from. I have been a trucker for more than 10 years and have a valid California Class A license. I basically need help with what is needed such as insurance, licenses, permits, contracts, etc. (the paperwork side of things.)
