People are mostly resistant to change. It makes them uncomfortable.
There is something else to consider too though. For employees who have been with an organization a long time, they have probably already experienced the change that someone is about to make. It has probably failed a couple of times in the past. It's known as trying to reinvent the wheel, something newcomers on the scene are very fond of trying and meaning they are changing something which actually already works to its best capacity. So, instead of being high-handed about introducing change, it is good to actually ask a few questions first.
