How to start a small dealership?

I want to start a small used car dealership and maybe sell 6-9 cars a month. How do I start?
How much money is needed to start? And what are the regulations of dealerships in the state of New York? How much are the Fees and insurance for dealer plates/licence? And where is a good auction to find good cars? I'm in the state of NY. And how do I get the cars back after I have brought them?
