Not all but some of them can be in a spam list. You can confirm yourself by entering a directory's URL in Google search and see what comes. If you can see the directory then it is not otherwise it is on a spam list.

I suggest that instead of looking for directory sites on sites that have a list of them, you can go directly to Google..In this way you are sure that the directory site that you will be using is still live and not deleted or penalize by Google..
