When you create an eBay UserID, you are creating a buyer's account. This allows you to bid on auctions and purchase buy-it-now items. With a buyer's account, you cannot see if anyone is watching any items. You can only see if a bid was made.
When you 'upgrade' to a seller's account, you can create an auction or buy-it-now item for sale (called a listing). When you look at your listings, you can see how many watchers are watching your listings. You cannot see specifically who, just how many. You cannot see another's seller's listings or watchers, only your own.
And, just for clarification, items in your wishlist are not tracked anywhere that any eBay users (buyer or seller) can see.
