Im about to close on a home purchase in a week and they did a site survey?

I close one a house this friday. They did a site survey on the property and they noted that a neighbor built a concrete pad parking spot about four feet onto my property its corner crosses the line, I want had wanted to build a fence a foot off the property line cause I have a dog. can i make them take it up?
