Am I allowed to make a deviantART account to advertise my website?

I'm about to make the account so people will see it, am I allowed to?

Think this is against the rules.
Got reported once for mentioning a brand of dog food.
We are not allowed to sell or promote anything for sale.
There are many on here who do this.
