Question

Can I use a CMS to change stuff on my we site?

I paid a web developer to create a website and I would like to take over now to change content and redesign it when needed. Can I use Joomla to change my website content, even if the website already exists?

You would need to recreate the website using the new CMS. You might want to use UltimateWB instead of Joomla - you need some coding experience with Joomla, and also it is buggy and not as secure.

No....
In order to use a CMS like Wordpress or Joomla, you'll need to backup your whole entire site and then install WP or Joomla which will install all kinds of crap into your directories.. Your normal website will become inoperable.. You then would have to migrate all your website content manually into the CMS to get it to work..
It's like installing a bookshelf for all your books that are stacked up along your wall. You construct the bookshelf but want it where the books are. So, you remove the books from the wall and place the bookshelf there. Now you have to then put the books into the shelf. Get it? The books don't magically appear on the bookshelf after you construct and install it.

Was your designer using Joomla to update your site? If so, then you would just need access to it.
If you are looking to move the site over to a new hosting company that you can update your own website, you would need to have a CMS.

That is not possible. Only the Web pages that are created using joomla, can be edited by joomla.
