it is safe but it is also a risky site to get involved in. they make money buy having people pay for bids before you can even bid on something you want. So you could pay for alot of bids without actually winning anything and just waste alot of money. you may get lucky and win something quickly but most people end up just wasting a bunch of money buying bids and then not winning any auctions.
i would recommend staying away from sites like this.
