This is a common complain among many sellers. They usually lose product as well as the money because of such scamming buyers. PayPal generally tends to have rules and conditions in favor of the buyer. If he complains about the quality of the product or any damage, he gets a refund directly from PayPal without the knowledge of the seller. Merchant accounts are safe if we compare this behavior of PayPal and it does not freeze your active account. That lets you continue your business as usual where as if your PayPal account is frozen, your whole business suffers. In addition, merchant account takes your side on this dispute and fights for your cause.
