how many facebook fans can I aim for if the monthly Google search for the keyword is 650?

there's a restaurant in my city and I'm going to give a brief presentation on why they should use social media promotion. they're not really knowledgeable about it and don't have much of an internet presence except in 2 or 3 food reviews website.
so, the monthly search for the "restaurants in _my city_" is around 650. there are 40,000 facebook users from this city.
how many facebook fans should I claim to get in around 3 months?
I was planning on training one of the staff on facebook account management, so that they can continue from there.
also, the facebook page from this city with highest number of fans is a clothing store with 10,000 fans. the page is over 3 years.
is 3000 reasonable?

Your climbing out on a creaky limb making that sort of likes prediction ,I have no clue as to how to correlate Google searches to likes. You would be better off sticking to the customer relations and loyalty building benefits as well as it being a source of objective feedback. The restaurant may have o participate in building the following perhaps with a message on the back of receipts "look for special offers on our Facebook page"
You should probably samples the likes for 100 restaurants on Facebook, researching the cities that sound like they may be of a similar size and report those statistics without promising a number.
You can buy 30 likes for not much money at the start to enable the custom name option, allowing you to eliminate the digits in the url right away.
